Lex Consult provides expertise to Employers in planning and managing project budgets, value engineering designs, guiding them through the procurement process and administering the Contract up to project completion and beyond.
We support Main Contractors and Subcontractors with commercial management, cost vs. value reporting, planning and project controls.
Described as "the lifeblood of the industry", we understand that cash flow is vital to a company's survival. That is why Lex Consult works closely with Contractors to ensure payment applications are submitted and monies are received in accordance with the contractual requirements and those statutory provisions set out under the Housing Grants, Construction and Regeneration Act 1996 and the Construction Act 2009.
We advise our clients on contractual issues and claims including quantum, delay and defects liability and, where unavoidable, support them through the dispute resolution process, whether it be Adjudication, Arbitration, Mediation or Court Proceedings.
We are also able to provide planning and H&S resources on an ad hoc basis.

Director
Richard Pickerill LLM Con Law BSc (Hons) MCIArb
Richard is dual qualified, with a bachelors degree in Quantity Surveying and a masters degree in Construction Law and Adjudication. Richard is also a member of the Chartered Institute of Arbitrators and has worked for Employers and Contractors providing both traditional quantity surveying, commercial management and dispute resolution services. He has worked on rail, energy, highways and utilities projects under the NEC and FIDIC forms of Contract.

David Levitt MSc MA BSc FCMI FCIOB
David has a bachelors degree in Quantity Surveying and a masters in Construction Management. He has over 25 years experience working on major projects including nuclear, defence, aviation, telecoms and logistics. David is an NEC Expert who regularly delivers training to our clients. His experience and guidance provides real value to any business, large or small.

Pre-contract Cost Studies
We support Clients through the inception stage of projects, providing early budgetary cost estimates. As the design develops we undertake more detailed cost studies, enabling our Clients to effectively manage the project budget.
Procurement and Tendering
We support our Clients through the procurement process, providing guidance on procurement routes and forms of contract, whilst preparing the tender documentation.
Measurement and Bills of Quantities
Our team can prepare Bills of Quantities, Activity Schedules or even “Builder’s Quantities” tailored to suit our Clients needs and in accordance with the contractual requirements.
Contract Administration
We are experienced contract administrators, managing the various standard forms of contract on behalf of Private Clients and Contractors. Our team can manage payment applications and assessments in accordance with the contract and the law, as well as variations and claims management.
Commercial Management
We offer commercial and project management support to contractors, subcontractors and suppliers, including, commercial reporting, payment applications, variations, claims and general guidance.
Dispute Resolution
Our core business is dispute resolution. We specialise in settling disputes through Alternative Dispute Resolution (ADR) procedures, including negotiation, mediation, adjudication and arbitration.
